چکیده

تعیین قابلیت برون‌سپاری طرح‌های تحقیق و توسعه باعث می‌شود که از بین طرح‌های مختلف، طرح‌های قابل برون‌سپاری را انتخاب نموده و در سیر مراحل بعدی تصمیم‌ گیری قرار داد. هدف این تحقیق پاسخگویی به این پرسش است که محرک‌ها و عوامل مؤثر در تعیین قابلیت برون‌سپاری طرح‌های تحقیق و توسعه دفاعی کدام است؟ این تحقیق از نوع تحقیق کاربردی- توسعه‌ای بوده و جامعه آماری تحقیق را مدیران و کارشناسان خبره مدیریت و اجرای طرح‌های تحقیقات صنعتی سپاه پاسداران تشکیل می‌دهند. نمونه آماری 36 نفر از اعضای جامعه یادشده می‌باشند که به روش ترکیبی خوشه‌ای و تصادفی انتخاب شدند. داده‌های تحقیق با استفاده از ابزارهای مصاحبه و پرسشنامه گردآوری شده و در تعیین پایایی پرسشنامه از روش آلفای کرونباخ استفاده شد. برای تحلیل داده‌های تحقیق، با به‌کارگیری نرم‌افزار SPSS، از آزمون ناپارامتری (دوجمله‌ای) برای رد یا تأیید محرک‌ها و عوامل مؤثردر تعیین قابلیت برون‌سپاری طرح‌ها استفاده شد. یافته‌های تحقیق نشان می‌دهد که در تعیین قابلیت برون‌سپاری طرح‌های تحقیق و توسعه دفاعی، 4 محرک «ماهیت طرح، شرایط محیطی، شرایط پیمانکاران و توانمندی داخلی» و 11 عامل مؤثر می‌باشد. این عوامل به تفکیک محرک‌ها دسته‌بندی شده و اولویت آن‌ها نیز تعیین شد.

Determining the ability of outsourcing the defense R & D projects make possible the select available project for outsourcing among different projects, and then layout and choice of outsourcing decisions ​​in the course of the next steps. The aim of this study is to respond to these factors in determining the question of incentives and outsourcing the defense R & D projects. This research is an applied – development research and its population studies are expert managers and expert management and industrial research projects constitute Iranian Revolutionary Guards. The sample consisted of 36 members of the community that were above the combined approach cluster and selected randomly. The data were collected by means of interviews and questionnaires and used in determining the reliability of Cronbach’s alpha. For the analysis of research data, we used SPSS software, and nonparametric test (binomial) applied to approve or reject the actuators and determine the factors related outsourcing plan. The results show that in the determination of the ability of outsourcing the defense R & D projects were affected four stimulus including; "plan nature, circumstances, conditions, contractors and internal capabilities" and 11 factors. These factors stimulated by differentiation of categories and priorities.
